According to Hunan Daily, at the 2022 Internet Yuelu summit opened on August 31, the action plan of Hunan Xiangjiang New Area Intelligent connected vehicle innovation and application demonstration zone (2022-2025) was officially released.
The action plan contains four major contents, which support the in-depth road test of intelligent connected vehicles, encourage the large-scale application and commercial operation of intelligent connected vehicles, accelerate the coordinated development of smart city infrastructure and intelligent connected vehicles, and improve the supporting system of demonstration application and operation management.
The first article of the action plan proposes to "support in-depth road testing of intelligent connected vehicles". It mainly includes three aspects: carrying out all unmanned testing, gradually opening up the whole area, and promoting the testing of intelligent connected vehicles on expressways. At present, Hunan Xiangjiang new area has opened 317 kilometers of test roads. If the road mileage of 1200 square kilometers and 1712 kilometers in the new area is opened according to the plan, Changsha will become the city with the longest test road mileage and the largest area in the country. At the same time, it will build a functional unmanned vehicle application demonstration city with the widest operation range and the richest application scenarios in China.
In terms of encouraging the large-scale application and commercial operation of intelligent connected vehicles, the action plan clearly proposes to support the commercial operation of fully unmanned and autonomous taxis. Gradually promote the all-round and all-weather operation of all unmanned automatic driving taxis in the innovation and application demonstration zone. We will introduce incentive policies to support the large-scale commercial use of fully unmanned and autonomous taxis, and encourage point-to-point commercial operation services in specific areas such as parks, scenic spots, business districts, airports, high-speed railway stations and subway stations. Build the largest all-weather demonstration application and commercial operation city in China.
The action plan also aims at the comprehensive commercial operation of application scenarios such as unmanned cleaning, unmanned distribution and unmanned retail. It aims to cultivate new products and new business forms of "unmanned economy" facing the future, and create an open functional unmanned vehicle application demonstration city.
At the press conference held by the Ministry of transport on August 25, Han Jinghua, deputy director of the transport service department of the Ministry of transport, introduced that at present, more than 10 cities across the country have allowed autonomous vehicle to engage in commercial trial operation of taxis and urban public buses (electric vehicles) in specific areas and at specific times, and the application scale has been constantly expanding.
